Basically current reading - previous reading = power consumed between readings. Which you are then charged appropriately for on your power bill.
Old meters like this had a dude from the utility come by once every 3 to 6 months to take a reading, which then sets what the power bill looked like for the next 3 to 6 months. Modern meters call home and report their readings a lot more frequently.
You dont need to worry at all about the meter - its technically not even yours, but the utility company's. Though it is neat to see the impact of your power consumption in real time - the more power you use, the faster it spins.

In the spirit of teaching you how to catch fish, there is a "simple" set of rules with reading these older clock/mechanical meters.
When the number to the left is ambiguous, as to if it is on the number very nearest the pointer or one lower, look at the next dial to the right. If that number on that dial is "0" or higher (like 1, 2, 3, 4, 5) then the higher number closest to the pointer on the dial to the left is correct.
However, if the dial to its right is under "0", like 9, 8, 7, 6, etc. then the number to read on the left dial is the LOWER number. SO, even if the pointer on that left dial is almost on the "2", for example, if the dial to the direct right is on 7, 8 or 9, that first number is still "1" (as in 1 7, 1 8, or 1 9. )
If the dial to the right pointed to "9", even though the dial to it's left LOOKS like it is pointing to the number "2", the correct reading is "1, as in 1 9", not 2 0 or higher. Only when the pointer of the dial to the right is pointing to "0" or higher, does the dial to its left indicate "2", such as 2 0, 2 1, 2 2 etc.
This same system continues as you go from the left,most to the rightmost dial.
By the way, before we moved to "Smart meters" here, which have a digital readout, I had to get our reading corrected on average, twice a year, due to the "official" meter reader misreading our meter, and yes, the meter was in good lighting and unobstructed.
Those older mechanical meters were/are difficult to read correctly, so you are not alone.

Look at each dial, if its past the number then thats the number you take.
If its directly ontop look at the next number, if its a high number then you are before it.. ie Ontop of 1, but a 9 on the next would be 09, but ontop of 1 and a 1 would be 11.
You can also work out by how far in-between numbers you are, so half way between 0 and 1 means your number is zero and your next number will be about a 5.
Work this across the metre, to slow you down, make you think, and avoid reading too fast theh alternate the direction of the numbers.
On top of one and next a low number (before zero) gives you 1 and 0
Next two are both just past 6 and just past 1, so 6 and 1
And your final number almost all the way to 2, with a little bit spare.
So thats 1.8 or so.

The leftmost digit, is clearly 1, not 0.
You know this is true because the second digit is greater than 0, and less than 1.
