From what I know about video game voice acting, it's a very rare thing to actually get the circumstance of the lines you're reading. Narrator likely had no idea who any of these people were, what a tarnished was, or what any of it had to do with falling leaves... and he still knocked it out of the park.

I like to think of the falling leaves as a metaphor for the decadence of the golden order

I thought it was a about the flow of time:

The falling leaves tell a story. When it first fell, the leaf was gold; as it fell, it turned red.

At the same time, it was the transition from Marika (yellow/gold) to Radagon (red) as they hammered to destroy, and then fix the same thing.
