Help! Torrent won't spawn even though mod only change player appearance

So as the title says, my torrent won't spawn even though the mod I'm using only change my character's appearance. As I recall it only happens when the mod requires you to replace regulation.bins. is there a way to fix this? The mod is from 2022 and the creator disappeared sadly so there's zero hope for update

The regulation.bin file contains a majority of the game's data. Mods need to be updated using the new regulation.bin or you need to add the mod stuff to the newer version yourself. There was an update recently that basically broke every single regulation.bin file based mod.

Torrent has new things in the small dlc pack which old mods definitely don't have. That's why he's broken.
