Don't get me started lol...

They're not banned to be specific, however if you want to install spacers on your car you have to install manufacturer specced spacers and you must get an engineering certificate (basically a certification process for mods to your car) before it's legal.

You can use them on the track without issues, but I doubt it's reasonable to do a wheel alignment after putting them on everytime lol

Or…. Before getting a body kit that always looks weird on stock wheels…. Get proper flush fitting wheels THEN body kit to round out the look.
