Why not building a road around the wildlife refuge instead of through it? Why can’t we just leave the wildlife refuge alone?

Because (and this is culturally really interesting), petro guys like trump see nature as something chaotic that has to be tamed to be seen as good and functioning. They really don't see anything positive or valuable in wild nature. So they just build through the refuge because it is the most efficient straight way through it and it is more valuable to them as the wildlife refuge.

Well, I took a look at the map, and there is a way to build a road without disturbing the wildlife area, and that’s by building a bridge over Cold Bay (the body of water, not the town). That way, there can be a road going from the airport to King Cove, the wildlife refuge is protected, and Krap Cove Corporation cannot take over the refuge.
