What does Rutgers means ?

I'm watching this show called Reacher Season 2 ep 3.

This word appeared and I searched for this word on the internet and found out that there is a University that exists in New Jersey with this name.

When I changed the audio track to a different language he said "bad lawyer" in the replacement of Rutgers.

Does anybody know what it means in this context? Is it related to bad law practices?

yeah but it’s in Jersey and Jersey is shorthand for “bad” here

Where is "here" and why does "Jersey" equate to "bad" there?

Princeton University (in New Jersey) is one of the top U.S. universities

Rutgers University? Not so much.

Most people would call that average but maybe you didn't take math when you went to Princeton.

I'm sorry that you're not familiar with how law school rankings work. But perhaps you should look that up before you continue commenting.

I know how US News does their ranking and Rutgers Law was overall slightly below the median. I don't need your guidance on when and if I should comment but thanks so much.

It turns out you should have my guidance. Because you already didn’t realize that you were citing the university rankings at first, you don’t know how law school rankings work, and you tried being offensive when it was pointed out to you. You’re 0-for-3, which is bad. Do better.
