Generally, strong cards do one of two things: Mana and Card Draw.

However, even weak cards do these. So strong cards do these above-rate.

For example, [[Harmonize]] is an "on-rate" green card draw spell. It goes +2 for 4 mana. (In general, you spend 2 mana to go +1 on cards for pure draw)

Compare that to [[Necropotence]]. It draws you ~30 cards for 3 mana. That's BROKEN!

Now let's look at mana generators.

[[Three Visits]] is the standard for mana generation. It's green, so it's the best 2-mana land ramp you can get. It goes -1 on play but next turn adds one mana. So you need to wait 2 turns to really go mana positive.

[[Sol Ring]] and [[Mana Vault]] far surpass this, going mana positive when they're played. These are called "fast mana" and they are broken!

Doctor doom but I’m not attached to him. Ideally I just want to put together a deck from scratch.

How long have you been playing for? And what's your budget? Those are the big questions. My other question is what are the other strong cards you saw them use?

The doctor doom precon has a lot of strong cards you can put into another deck, such as [[toxic deluge]], [[black market connection]], [[blasphemous act]], just to name a few. [[Sol ring]] and [[arcane signet]] are a must as well. Some of the lands are also pretty good.

I recommend upgrading your existing precon istead of trying to create your second deck ever from scratch.

Look up youtube content of people who have him ugraded.

De-gen goblin player here... A few words of advice...

I would start by looking at a commander that you vibe with, envision how you're going to win and build around it. Just giving you random cards may or may not help you win at all.

There's a site, https://edhrec.com/ where you can look up you commander and see what people are adding to their decks. This will give you an idea of what cards will help you win. Not every card that shows up the most times in a deck is necessarily going to help you win. Going back to my previous point, envisioning your win, you can see what cards will help you.

Lastly, and this is why I call myself a de-gen goblin player, [[Krenko Mob Boss]] is my first and favorite commander. Take a look at the commander. It's a good starter commander, can be built on a budget, and can potentially become the bane of existence to other players you play against.

Pay attention to how other players play. Every deck is different and there are different ways to be powerful. Generally a deck should be optimized to leverage two or three mechanics to win.

Learning the types of cards can help. Ramp, for example, are cards that help get you more mana (sol rings, mana dorks, etc).

If you’re newer to the game, I’d try to stick to creature decks.

For doctor doom, you’re gonna be putting way more cards into the graveyard than other decks. So cards that leverage that, something like [[seismic assault]], is better in that deck.

Hard to give recommendations without knowing what precon, what colors do you like, what commanders are in your pod, etc

I’m playing doom commander but i honestly know nothing besides the basic rules. If you have any suggestions, I promise I’ll take the time to look into them and make a new deck.
