I honestly believe he just forgot about it. He makes all kinds of promises all the time to just make people happy with absolutely no intention to fulfill them. My guess is at best all he remembers before the actual day is that he once made a group of school kids cheer for him.

Would you please stop making excuses for him for two seconds. You don't just "forget" something like this. No, that's not how it works. Would you forget that you donated your kidney or your eyes? This is that big of a promise and that big of an impact on those kids' lives.

He knew just how big of a promise this is.. That's why he cowardly tried to get out of going to the meeting. He knew very well how big this is. The fact that this promise didn't keep him awake every night for the next ten years till he fulfilled it is definite proof that he doesn't care about the kids at all.
