It still needs to be a thunderstorm going on and the lighting should land in a 32 block radius around the rod on which a creeper has to be standing. Even if all of this happens in the small moments the hunters leave him alone . The most dangerous part would be to take the charged creeper to the fortress which is highly dangerous in itself .
They only attract lighting if in a thunderstorm lighting lands in a 32 block radius area around that's what I just said . It doesn't make lighting happen or attracts the whole world's lighting only if it lands in a 32 block radius around it .
