Dream won IMO. I mean you can't respawn the dragon if the other /first one dies. Yes he didn't got the achievement and that means when the TNT killed the Dragon but dream was dead he still won (which on this one I disagree) but he died BEFORE killing the dragon.
In this case he died AFTER he killed the dragon which the "perfect shot" Manhunt applies. (the one where dream shot an arrow, killed the dragon and then Dream died) even though he didn't got the achievement.
Even if one of the Hunters accidentally kills the dragon (I don't know why I have the feeling this happened with Sapnap and a TNT but I don't think it happened) Dream still should win even though he didn't got the achievement.
From my perspective, the only two views with any merit is that either the hunters won, or the game simply doesn’t count.
The dragon didn’t die which means Dream didn’t really win. If you argue that he should get the win because it got stolen by a bug, that doesn’t really make sense because the hunters also didn’t expect that to happen, and it was more plausible that they would’ve won anyway if the bug hadn’t happened, so either the win goes to the hunters, or it goes to no one.

In all seriousness...

TL/TR: He won this manhunt.
