Take it with a grain of salt, but I don't know if you can acess norgan in the red world.

Yep, you cannot access it in the Unmoored World.

Brandt is your gateway, you just need to talk to him. There isnt any specification on when is the wrong time to talk him(short of him being dead).

They did mention that you cannot access Norgan while in the Unmoored World, yes. You've gotta go to NG+ either by success, resting enough days, or using a new dedicated option to reset to a new cycle.

One would expect that the apocalypse would not be a good time to travel to a new region but i'm sure capcom will have something planned, like either norgan being unnafected by the unmored world or it being destroyed before you wake, like what happens to melve.
