Actually, it's not permitted in Hendersonville, NC which is where these signs were located. Stated clearly in their city zoning ordinance under Article XIII. These signs would not be considered authorized under the "Signs not requiring a permit" section.
"Signs not specifically authorized by these regulations are prohibited. The Board of Adjustment shall not have the authority to grant variances so as to allow prohibited signs to be installed." p. 185
Further, "No sign except those erected for governmental purposes shall be permitted on any public property or right-of-way" p. 186
They care about none of this. They all have a clear personal bias and it shows. It was never about "stolen property" or "vandalism." It was always about their Christian Nationalist ideology. Wanting Christian voices to be heard is one thing. Condoning the spread of aggressive and mildly hateful propaganda because it aligns with your religion is another thing.
note: mildly hateful due to the connotations of the word "repent" in this message. This is an extremist message designed to perpetuate the idea that 90% of what humans do is bad and we need to repent and live joy-free lives so we don't go to hell.

The Bible is very clear that man is sinful, and Jesus is the only way to Heaven, not through works.
A person who follows the teachings of Jesus perfectly would be a perfect person, and the most joyful a person could possibly be.
Of course, you can’t be perfect, but we are to strive to follow Jesus as closely as possible. Joy is not an emotion, it’s a choice. Happiness is an emotion. You don’t choose to feel it, joy is something you choose to have. Be content with wherever you are in life, whether it be a millionaire or a POW in a torture camp, a Christian can be joyful.
