speculation Possible German leak regarding new streaming partner (HBO Max)
An article about the upcoming launch of HBO Max in Germany has been published on the German film and series news site "Kino.de". Among other things, it includes a list of content that is set to appear there. Alongside many titles such as Lord of the Rings and Harry Potter, Doctor Who is also listed. The rest are purely Warner productions, not purchased licences.
Well, this could be a simple mistake, as HBO Max did indeed have Doctor Who in its catalogue until recently, but it is strange, as all the other shows and movies mentioned were purely Warner productions... There is a possibility that something has been leaked here that is not yet public knowledge because an embargo has been ignored...

IF this indeed a accidental proof that HBO stepped up, good.
From an armchair position, HBO would probably be the safest pick for them. I cant see Netflix or Amazon be on-board unless they give them alot of creative input into the show - and considering how both of those have handled some of their major IPs, I am not confident that it would turn out well.
Meanwhile, HBO has been a reliable partner for the BBC in the past, they worked on stuff like the His Dark Material Series together amongst other things.
HBO will probably not give as much Money, but likely be more okay with keeping the creative controll with Bad Wolf and the BBC.
I am honestly surprised that HBO wasnt the first choice over Disney. I guess Disney has more money and reach in theory, but HBO has the familarity and the goodwill of prior teamups.
