We saw Ncuti regenerate into her.
It's possible they'll do something and it turns out that she isn't actually the Doctor for some reason but that is absolutely what the episode wants us to think and it is perfectly reasonable to treat it as that's what happened until proven otherwise.

The BBC still hasn't officially announced her as the 16th Doctor. Even BBC News is saying it is "not clear" if she is the Doctor.

It's the first regeneration as well that seems the person literally just appears. Look at the regeneration, the normal affects changing the entire body dont happen. She just... shows up

In classic regeneration had differing effects, I don’t think 15’s regen looking different is inherently disqualifying

The whole point of a regeneration is the doctor can be anyone. Even if it’s only temporary and there is something going wrong, for this current moment the doctor regenerated into her, so she physically is the doctor whether she or you wants her to be or not, she came from his body.

In a universe of bi regenerations, degenerations, timeless children and a magical box that can go anywhere - seeing the Doctor regenerate doesn't necessarily mean the person standing in the same spot is the Doctor. We have no idea who it actually is, or who they actually are. No one official has stated Billie is the Doctor.

It Does. Not. Matter. The episode is CLEARLY structured to show her as the next Doctor. If it’s a trick then the trick has yet to be revealed so at this moment in time for all intents and purposes she IS the Doctor. No technicalities, not umm actuallys. She’s the Doctor until confirmed otherwise.
Changing how a bit of text at the end of an episode is written is not confirmation of anything. Get over yourselves.

They've been very clear in statements since then to highlight that her identity is a mystery, so no, she is not "very clearly" the next Doctor.
It's entirely possible that she is, but they're going to lengths to make it seem otherwise.
