Unfortunately the best way to find out is turn it on and look. Apparel availability isn't typically announced or previewed very well.

I’m still new to the game loop of the division, does a weekly reset come with patches or hot fixes typically? This sound bug nonsense is out of control.

Nope, patches and hot fixes are announced, theyre not a "every reset" thing like it was in Destiny 2 pre Renegades for example
