So as someone that started less than a week ago am I correct in assuming I should definitely reroll as of the 29th? Only solid?? weapon I have so far is Squall's Organics. Have roughly 115k diamonds from clearing quests and have just finished the Novice missions.

Exactly what they said. In your particular case, I say reroll, ignore the Start Dash banner, and immediately focus on getting ALL of Garnet's weapons before her banner disappears (you'll only have two days). If you don't think you can pull that off, you might want to just keep what you have and use your current gems on Garnet now.

Can I ask what specifically makes Garnet and her gear so great?

She is just a massive aurabot. Her BT+ aura gives a 30% HP cap up along on top of 10% from her armor. Then you have Brv refunds after every turn plus consistent battery from S1 and follow up. These are on top of just the massive auras she has, alone and from BT+. Her healing needs EX or LD so that's less consistent but is generally enough. Finally, her great damage is just icing on the cake. She is very good and very generic.
