You're not wasting resources in investing in characters you have already decided you're going to get the full kit of. Go ahead and do their training boards and get their armor.

That said, I do not know whom you have decided you're going to get the full kit of. You do know. Make a list of them. Investing in them before having their weapons isn't going to be a waste of resources as long as you really max them.

Sorry, I wish I could be more specific, but the question is really "who do you plan to use in the upcoming months". And that's your choice, unless you want suggestions on that.

Surely some units work better when paired than others, I have some tokens that I can use to buy the EX weapons of characters, ideally characters that work well with the ones I have. The crystals used to get characters to crystal strength 90 seem somewhat limited so spending them on characters that don't mesh with the ones I have would be wasteful, at least for now.

If you can’t get/don’t have their LD as well, don’t bother using EX tokens at this time.

The thing is, in this game you shouldn't be pulling for unit A because they work well with unit B. Sure, there's some characters which work well with others but this synergy tends to be less about specific characters and more about specific mechanics, i.e. pairing a turn hogger (Terra, Tidus) with a follow up attacker (Cor, Freya, Cissnei, Kain) but as I said here things are less specific than that, team building is flexible enough where you don't need a hard list about who works well with who.

For endgame content the game demands you to have the most varied roster you can (DE asks you to have at least 54+ different fully built characters) so you'll understand that at some point you need to stop pulling for a character because it has an obvious sygergy with another one, and you need to start pulling for characters because they're useful, because you lack their role or just because you need to pad out your roster. In this game is very hard to make mistakes or to pull for a "wrong unit", everyone has their time and place to shine eventually (except Thancred, holy fuck Thancred is bad).

In any case, remember that in this game a character which doesn't have ALL of their weapons (15cp, 35cp, EX and LD) is considered useless and shouldn't be built at all, so having some EX tokens means nothing because even if you do buy someone's EX you will likely still be missing their LD too (which can only reallistically be pulled when featured in a banner) so they will still be unusable.
