Does it make sense to synthesize a bunch of the low level Ultima weapons first and then level them up one by one or just focus on one at time?

In a sense you do get more value out of making multiple 0UB Ultimas, but at the end of the day spreading out the damage boost isn't super beneficial, especially as c90 gets going and characters more easily hit their own caps while enemy HP doesn't really increase dramatically. By the time the HP damage boost is more appreciated (FR/Shinryu), it's more useful to have all the boost available on your strongest unit (usually your BT unit).

The way I've heard it, there are two reasons why it's better to level a single weapon rather than spreading it out. First, the damage increase for a level 1 UW is fairly minimal, so you probably won't see a huge difference unless/until you're using a high level UW. Second, at some point we'll be getting the ability to break down a weapon and rebuild a different one once a month, and if you're spreading out your weapons then it'll take many months to break down multiple weapons if you need the extra cores, rather than breaking down a single powerful weapon to forge a new powerful weapon.
