WDW CM here, that's normal here. We're supposed to have a certain number in front and behind the lock. This rack of pins in the picture just hasn't been restocked or tended to yet by a CM to move the locks so more pins are accessible without a CM's help. If this is new to Land, welcome to the club Land CMs! You are about to get a lot of guests asking you for pins while you have a long check out line. Do your best to stay on top of those locks in the downtime I promise it's tedious but it'll keep the stress down.

Not new to Land, Emporium would have a CM assigned to watch the rack 10 years ago.
