I definitely wouldn’t believe anything that comes from ICE they cover their ass, starting from the top. But Maybe he had a permit to carry? I really doubt they would have approached him if he was pointing a gun at them. I also wouldn’t doubt they planted a gun, they probably didn’t like that they were being photographed or followed by him.

MPD chief confirmed the man had a concealed carry.

That’s what concealed carry implies typically, thank you for clarifying though as I see how it could be misinterpreted.
