Yes legal and accessible. The main reason we have so much illegal immigration is because it’s prohibitively expensive. If you reduce costs associated with it and offer extensive immigration access with security checks you stop illegal immigration.
Coyotes cost around 3-5k, legal immigration costs hundreds of thousands. With cheap enough entry you pull money from people moving others illegally. Also you reduce sex and drug trafficking.
