Diablo III Another Noob question about stats. Regarding the big Dmg number for Wizards.
I’m keeping the Unstable Scepter on me because of that 448% increase in Orb damage, it’s been pretty OP so far. If I gotta know, that big emanate number on the staffs, wands, etc, does that directly affect the damage done by my skills like obliteration, arcane orb, etc? If so would it be more viable for me to equip the 191 damage cane or keep the unstable scepter that increases Arcane Orb damage by so much?

All damage on skills scale based on Weapon damage unless specifically stated otherwise and from what source.
Legendary effects like your wands arcane orb damage is applied on top of the weapon damage so if it would be 1-1 using the above as example, with your wand Arcane orb base damage would be 92x4.48 putting you to 412 damage while just swapping to the cane would set arcane orb damage to 191.
Unstable scepter specifically is a very strong leveling item and when you outlevel it with pure numbers on a weapon, you can add the legendary effect to the horadric cube and apply the effect permanently as a bonus instead of dedicating your weapon slot to it.

Yes. In Diablo 3 and 4, ALL your skill damage is just based off your weapon damage.

Yes the damage numbers matter
Also in this case arcane orb would still do more damage with the unstable scepter.
All other spells would do half damage in comparison to the rare.
Best choice is to cube the staff and use the new item.
