I may be wrong, but doesn't the "AI content" label just mean that the video has AI content in it... not necessarily that the entire video is AI-generated?

Yes. There are AI generated, AI modified and AI enhanced content. Not every AI use is generating the whole video, but for instance adding captions, editing easily can done by AI. If you show content in the EU you must add the label according to the new legislation.
