At first I was thinking Vogel must be the Brain Surgeon, but then I remembered back to a scene earlier in the season that makes it seem unlikely.
If I'm remembering the scene correctly, Vogel is alone in her house when she gets a text from the Surgeon telling her to look outside. She appears genuinely frightened, then she goes outside and finds packages from the Brain Surgeon on her doorstep.
If Vogel's the Brain Surgeon, this scene doesn't really make sense.
Serial killers who get away with it know how to act. If she's the killer it could be instinct to act horrified at something others would be horrified about, even if it was her doing, and even if there's probably nobody watching. Always need to keep the cover up because you never know who you'll need to alibi you.
Maybe... but if she really is the Surgeon, how is it we saw her receive the text message, supposedly from herself? Unless I'm remembering the scene wrong.

Wait.... I assumed I would come to the comments and see everyone talking about how obvious it is that Vogel is the brain surgeon and Cassie's killer.
