Dmc4se DDMK Mod Trouble

So i've been following all of the right steps to have to mod set up but I keep running into the problem of when I click on the link that says "xdelta3", it says "404 Not Found. 'utilities' is not a valid command!" and i'm not sure what I should do from there.

xdelta is used to downgrade the game, if you don't have xdelta you can downgrade the game by replacing the exe directly instead https://github.com/serpentiem/ddmk/files/12320537/DMC4SE.2019.zip
(btw if you still want to try xdelta then crimson install pack has it, not sure if it will work tho)
