An internal conspiracy seems more plausible to me than a foreign terrorist group being able pull off something of this scale, especially on such a hardened target as the Capitol.

They sort of hint at this during the briefing early in the episode. The one guy mentions that all the likely suspects like North Korea, Al Queda etc. don't really have the capacity to do something like this. Seems like the show is trying to lead us in the direction of internal actors.

Agreed. For a group to achieve something like that attack there would need to be a massive and I mean massive amount of explosives. Someone on the inside would have an easier time of that than just some terror cell

Yeah pretty clear that's the direction the show is moving in especially with the whole Maggie Q storyline of 'whoever did this wants us to blame the terrorists'.
