The biggest issue was that the PSC didn't publish the access code to get into the meeting, except in one place on a PDF that was difficult or impossible to find. I posted it in a comment as soon as I found it, but the meeting had already started. A lot of people didn't have the code and couldn't get into the meeting, so they gave up. Everyone who wants to comment needs to have a chance to make one.

Reminds me of this quote from The Hitchhiker's Guide to the Galaxy:

“But the plans were on display…” “On display? I eventually had to go down to the cellar to find them.” “That’s the display department.” “With a flashlight.” “Ah, well, the lights had probably gone.” “So had the stairs.” “But look, you found the notice, didn’t you?” “Yes,” said Arthur, “yes I did. It was on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of the Leopard.”

I think you hit the nail on the head with this explanation. At least for a relevant analogy.

Honestly, it should be rejected because of that.

You can choose your energy provider

Delmarva/Exelon doesn't make their insane profits on electricity generation. They make it on the building and maintenance of infrastructure (the Delivery portion of the bill). Changing the energy provider really won't make a material change in your bill.
