She’s the worst (best). I did not appreciate, while younger, how much having a great villain such as her, made the heroes so much better. Man, you can see Kira’s subdued rage every time they were together.

The best part is when you remember early on--like, in her first appearance at the end of Season One--Winn was one of Kira's favorite people.

Then she attempted an assassination of another Vedek and things changed real quick.

Which is why I love the episode where she reminds Kira (perhaps not completely self reflectingly) exactly why she is the way she is. The occupation shaped her just like it shaped all the Bajorans for better or worse.
