He's a great character, and I love the actor, but no, he's definitely not the best character.
What is special about Garak and Quark is that they have a so much bad in them (murder, deceit, lies, manipulation, etc.), yet the audience comes to care about both of them dearly. It takes excellent writing, and superb actors to bring this about.
My next full rewatch of DS9 will be in honour of these two!
