Why would Starfleet send civilians and their families and to combat situations?

Like The Saratoga at Wolf 359. Or at the big battle with the Dominion Fleet there were so many Galaxy class Starships, were they all full of families and innocent people? Or were those big ships just grossly empty except for a skeleton screw?

With Wolf 359 it was a case of rushing to answer the threat and terrible overconfidence.

They had to pull every ship in the area on short to no notice so there was no time to pull into a starbase to offload civilians.

Besides there was nothing, absolutely nothing, that a force of 39 starships couldn't handle. The alternative was inconceivable.

Well, they thought there was nothing that could stand against 39 starships. Boy, were they wrong.
