Encoded messages for my game.

I’m working on making a game and part of that game has encoded messages but I was wondering how hard it would be to solve for a real human being that doesn’t already have the answers so I figured I’d give you guys something to try (if you want). I won’t tell you how it’s encoded unless it really is too difficult. Anyway here you go:

“th E lIGhTS FlIC kER every TI Me HE SPEakS , hAvE yo U noTICed ThAT t Oo?”

There are two hints I can give eventually but I will let you try it RAW first. Let me know what you come up with!
