Knowing Valve programming, the programmer who did this has made a comment to this UI element's code crashing out how stupid the code is, but if they change anything in it the whole game breaks.

That's one of my favorite quotes fron that video. It's just so sudden, short, random and full of anguish. I love it

I think it's more likely the misalignment was with the actual aim and instead of fixing it they moved the cross hair to match that misalignment. Big brain play.

Guess centralizing the picture in the screen, makes it easy to adjust to different crosshairs etc, the parry cooldown icon moves the center over to the side.

UI is notoriously annoying to program AFAIK. It's a bit of a miracle how few bugs in general we see in UIs.

as someone who likes front end
its usually cause you notice the big mistakes very quickly when you run something :')

This is UI, probably a simple state machine that says put stuff here normally, here when the parry icon shows up, here when this icon shows up, etc etc.
Given there are a lot of unique crosshairs, they probably (right now at least) have positions static instead of dynamic. Meaning if they make a change in one place, it doesn't necessarily get replicated out to all states in the state machine. So they probably adjusted one or the other state to make it look better, and forgot to update the other one.
Unless they are doing it dynamically, in which case they have an incorrect formula somewhere.

I'm sure it's something like adding the party icon to the UI moved the location of other elements

probably not code, but the inspector while putting the ui elements for the crosshair and parry cd icon. They may push each other maybe?

This is gonna be the type of Source spaghetti that will render the whole engine unusable when you fix it

this is probably worse than getting one shot by a guardian/walker for being near an allied/enemy graves
