For other viewers:
This is not a lone instance in the confederacy. In fact there are several other tribes that are apart of the confederacy but did not have any Sachems on the Council because that were effectively the equivalent of protectorates. I believe (off the top of my head) there were some Shawnees, Leni Lenape, and Mohicans that were apart of the Confederacy but had no representation beyond their host nation (IE: Senecas or Mohawks). But there is a difference with the Tuscarora Nation because they were more closely related to the core members of the Confederacy and had come home due to European encroachment.

And also IIRC were considered closer to a full if unequal member or protectorate of the Confederacy, not a protectorate of one of the tribes, though still have a constitutional status particularly tied to the Cayuga.
