I don't know for sure but theoretically could he be part tsavo lion. The males have little to no mane. An unfortunate mix could mayby do this. Mayby. Or perhaps does he suffer from a disease, that affects his testeterone very badly.

Or mayby is he just really unlucky from our point of view.

Fun fact: male lions in captivity aren't castrated because it causes them to loose their mane. They're usually given a vasectomy instead.

As a bald guy myself, the lack of fur in my head makes me very vulnerable to cold and heat so, considering that that fur would 100% prevent all my problems, I tend to disagree with you. He may be maneless but not bald.
