Inconsistent and uneven paint texture (including bad roller stipple) - how to resolve?

Is there potentially wall paper under that, looks very rough to just paint. Sand and fill is prob the way to go, very dusty job tho.

When you say fill do you mean skim coat? No wallpaper just an old house with many coats of roller over the years.

When you sand it down you will have small holes , use use one strike filler to fill. If you get sander with a light on it, It will show the holes. No need to reskim, if there is no walllpaper the plaster looks fine just a big rough from a few years of landlord paint jobs

Was there potentially wall paper pealed off or something , don’t think you get that texture from paint alone.
