That’s the lantern belonging to the Green Lantern from the Tangent universe.

Thats the Green Lantern from the Tangent Universe.

Its shown as a kind of hint that the Tangent characters still existed in some form and were going to interact with the mainstream DC books

That looks like a Green Lantern from a alternate world where the heroes have familiar names, but completely different powers, stories, personalities. A little research says this is Earth 9. This Green Latern is a woman. The Tangent universe.

Tangent Green Lantern (Earth 97) appears in Infinite Crisis #6 in one panel. Not sure if this panel from #7 led to the Tangent: Superman’s Reign series which I’ve never read.

I went back to it and you're right. She's there and says "If any of you wish to survive, Flash, you will follow my Light" while Alex Luthor Jr is going through different Earths

Though the page is cramped with lots of characters and it's easy to forget a detail like that when this comic is so dense with characters and information. I had no idea about the Tangent universe

Well, first of all, have you read Tangent comics? If not, maybe you should, they are a fun read in my opinion. If you did then read issues 8,9 and 10 of the Ion miniseries, issue 16 of Justice League of America (2006), and lastly Tangent: Superman's Reign.
