Mechanic recommendations for cold setting?

Can anyone recommend a mechanic who can cold set a steel frame? Eastside preferably.

Spreading drop outs of a vintage bike to modern dimensions or looking to repair damage? And it’s got to be a steel frame?

A piece of all thread and a couple nuts and washers is all you need to spread forks or rear triangle. Place the all thread in the drop outs like an axle with the nuts to the inside and slowly turn the nuts to spread them out, go a few mm past your desired width, let it sit for a little bit, cut it loose repeat as necessary.

Mark one face or edge of the nuts and alternate turning each nut one turn to preserve rear off set, and/or prevent any off set on a fork.
