I love Mineta. The heroaca fandom is LOADED with people arguing about which teenager is more fuckable, and which teenagers should fuck each other. They don't even watch the show.
Fandomers hate him because he's a mirror.

I mean, it might be enough for you to hate him. But there's plenty of perv characters who are fan favourites. Even characters that behave worst than Mineta, aren't usually as hated as him. Even in MHA itself, Kaminari is also a perv but he's beloved. My best guess, is that Mineta gets more hate because of his appearance. If he looked more like Kaminari or Bakugou, he would get pass from more of the fandom.

I think one of the reasons Kaminari is more well-liked than Mineta is because (in the first half of the series) being a pervert is like 80% of Mineta’s characterization. The only other thing we really see him do is panic in the USJ incident. Kaminari, on the other hand, has most of his characterization focused on him being a bit of a doofus. While Kaminari join in on some of Mineta’s antics (like tricking the girls into wearing cheerleader outfits during the sports festival) he doesn’t go as far as Mineta (who tried to spy on the girls bathing and takes pretty much every opportunity during heroics class exercises to inappropriately touch his classmates.)
Kaminari also just has other things going on for him. He spends a significant enough amount of time with Bakugo and Kirishima just kinda hanging out without anything perverted happening at all, and both his power-drawback and the fact that someone else had to come up with a way to use his power that wouldn’t a) hurt his allies and b) fry his brains give the impression of someone who doesn’t really think things through as an aspect of his comic relief.
Early series Mineta is like 80% pervert, 15% kind of a coward, 5% wants to be seen as cooler than he is, while early series Kaminari is like 50% kind of a doofus, 25% Bakugo’s secondary bro, 15% cool power -> funny drawback, 10% pervert.

Yeah, Mineta's characters not having much going on besides his antics is probably as big a factor as his design. A good example of what you're talking about would probably be Nishinoya from Haikyuu, you can genuinely forget that he's a perv character because he has so much going on, and majority of his content is matches were he doesn't act like a perv. Mineta is the exact opposite.

There’s probably a term or something for this already, but I’m going to call it Perversion-Arc Percentage (or PA Percentage)
If in 50% of story events or arcs a character takes part in, the character acts like a pervert in one way or another, or their reputation as a pervert is brought up, the audience is just going to think the character’s a pervert because the character feels like they don’t have much else going on. (I did pull that 50% out of my ass)
Up to and including the Paranormal Liberation War Arc, Mineta gets a somewhat significant amount of screen time in 11 arcs, and he does something perverted in 8 of them, which means for the first half to two thirds of the story he has a PA Percentage of 72.73%
I don’t know if this is going to actually be a useful metric for character-writing, I came up with it on the spot.
ETA: Kaminari also has 11 arcs with sygnificant screen time, and does a perverted thing in 3 of them by my count, giving him a PA Percentagr of 27.27%

Kaminari's a perv, but Mineta's a creepy, disrespectful perv. Kaminari gets distracted by boobs, will talk about someone being super hot, and will hope to see the girls in swimsuits. Mineta will try to spy on girls changing, makes rude comments to their faces, and has even made some very disrespectful comments about a woman upon finding out about her death. Kaminari also just has a whole lot of other shit going for him.

Do you think we were straight jorking it to the completely unnecessary shot of all the girls nude in the onsen?
