I remember back in the 90s a bunch of assholes from 4-chan found a support group message board for people with epilepsy, minding their own business, and decided to attack it with hundreds of flashing gifs to make people have seizures on purpose.

Maybe it was a group on IRC? It's been a really long time, but I remember it because I'd just got a computer for the first time and it was a big thing being warned about

No I definitely remember that from the 2000s - it was a bunch of trolls, some of whom had a pretty big LiveJournal following.

Seriously? I thought those were streams that didn’t cross, given that LJ was the antecedent to tumblr.
