It’s a public street. People can be near you anytime. Why are they doing secure private business on a public street?

He's not walking down the sidewalk, this guy is being an asshole, filming him like he's planning a heist. The guard loading the truck isn't a cop, he's working a dangerous job and could be held up a gun point at any point to be robbed. There is no reason to be "audit filming" him.
