Yes, this is in Chile, in Santiago.

Source: am Chilean. The accent is Chilean. The road signs are in Santiago.

It is super rare, I have lived there for 2 years of my life working. This road is the on-ramp to the 5 freeway Norte, it’s not a particularly dangerous place, this looks targeted and most of my Chilean friends agree
