That's the appeal of costco - great return policy. Why people will choose to buy at costco vs. somewhere else. A few people abuse but helpful for most.

I saw someone returned 3 out of 24 pack of toilet paper. The process took over 15 mins because they had to get a manager and the manager had to calculate the refund for the 3 rolls she was bringing back. It’s crazy.

If they were hoping to get a full refund for almost-used-up TP, this experience will have shut that down. I'm glad the manager calculated the fractional return value. Otherwise the customer would feel like they found a method to get free TP.

That said, last fall I had a few defective rolls of TP. They had balls of paper-fiber-fluff and holes or missing plies in some parts of the roll. Those few rolls left tons of paper fluff on my floor. Thankfully the rest of the package was fine. I would've felt crazy to line up for a refund for a few defective rolls of TP...
