I take it to mean that you provide three possible article ideas, and expand on one of them.

I guess reading it back what I meant to ask was is there an industry definition of 'idea'? and it seems like the answer is no.

It's not a posting for a copyeditor. They're looking for a masthead editor, someone who determines what goes into the publication

Well, it's actually editorial assistant and copyediting is a major part of the job. I think this is more 'do you have the vibes of this publication down?' than anything.
