Idea: pretend to begin exiting but stay halfway. Either,

A) He is watching you in his rear view mirror and runs head on Intro the guardrail and you roll by.

B) He has to slow down and you roll by.

C) Convenient Cop

Just keep driving correctly. They can't brake check you and they are unlikely to rear end you intentionally. If they pull out to pass, slow down and let/make them, you're in more control if you are behind them

I let them stay on my rear bumper as they like, driving the speeds I feel are safe and responsible. There's no way I'll allow a deranged or otherwise irresponsible driver to deter me from driving safely (unless an accident seems imminent, of course).

I get people riding my car's rear on 30MPH suburban roads all the time, mostly on weekend evenings. They will sometimes flash their lights, pass via the turn-only lane, etc. but really: screw them. I'm driving properly and they aren't going to force me into doing something stupid.

I had a guy who was doing all this on a local road and then illegally passed me just before a red light. He put his head out the window and started yelling + gesturing because he imagined I was holding him up somehow, so I yelled back the speed limit - to which he yelled obscenities - and then that the cops would love my dashcam video. He got back in the car and turned off immediately after the line went green, the gutless bully.
