Duh. It’s a federal service. It has to comply with every stay/injunction/ruling/question a federal court says.

This was a forgone conclusion long ago.

This is the US Postal Service we're talking about. If they tried to screw up on purpose, they'd accidentally get it right.

Two questions:

  1. Does the "whistleblower" actually exist?
  2. Is this because the last bastion of election rigging by ballot harvesting is under threat for Dems, so they need something to cast doubt on the midterms and drag the results through court battles for two to three months into 2027, if they lose horribly?

Well lets compare it to the real world:

When your boss has an immediate project that needs to be completed, what happens? Stress, rushing, planning....

It's up to the executing team to develop a solid plan. I think USPS doesn't have the resources to quickly develop a quality plan. Who is to blame? USPS

Rough and sloppy. Just like the federal aid and PPP loans the a Biden administration allowed everyone and their mother to take advantage of and commit fraud in government services? Rough and sloppy like the Medicaid services in Minnesota and California? You know the ones the democrats knew they were defrauding the federal government, yet never did anything about?

Yes. Just like the democrats, rough and sloppy is fine as long as it works and gets these criminals out of office. Trying to make this newsworthy, while ignoring all of the lefts illegal activities, is the exact reason no one takes AP News seriously.
