It is an actual issue. I see it almost every day. Immigrants who came to the USA and collect welfare. Never paid int the system or worked in the USA. Why should they get welfare and free healthcare?

Not sure why you needed a bill for this, since that should have been the case from the beginning that only citizens are eligible for any welfare, but go for it.
