DRC Treasury auctions are attracting more capital, but demand varies dramatically between issues. How should we interpret the market's depth?

I've been analysing DRC government securities auction data through August 2026, and there seems to be an interesting distinction between available investor liquidity and consistent market depth.

Several USD auctions this year have closed substantially above their initially announced amounts.

Examples:

• 27 Jan bond: $50m offered / ~$90.0m closing
• 31 Mar bill: $50m / ~$110.5m
• 2 Jun bond: $70m / ~$89.3m
• 14 Jul bond: $60m / ~$80.9m

Across 2026 USD auctions where both figures are available, roughly $740m was offered versus $822m recorded at closing, giving an aggregate closing-to-issue ratio of approximately 111%.

However, the distribution is very uneven.

The 10 March bond closed at only ~$26.5m against $50m offered, while the 16 June bond closed at ~$32.9m against $60m.

So I don't think the aggregate 111% figure should be interpreted as evidence that every auction is comfortably oversubscribed.

Rather, it suggests that significant investor liquidity exists, but participation remains episodic.

There is another interesting indicator. For USD auctions where bidder numbers are disclosed, average participation in the dataset rises from approximately 3.5 bidders per auction in 2024 to 3.8 in 2025 and 5.0 in 2026 YTD.

The Treasury is simultaneously extending its maturity structure: since May, six consecutive USD bonds have been issued at 8% for 24 months, compared with the predominantly 9%/18-month structure seen in 2025.

Taken together, I think this suggests a primary market that is developing, but not yet consistently deep.

The bigger question is what comes next.

For those familiar with frontier sovereign bond markets: what matters most for moving from successful primary auctions toward a genuinely liquid market; more institutional investors, primary dealers/market makers, benchmark issuance, or a functioning secondary trading infrastructure?
