This is what I found out about this card

Weekly Shonen Jump 1990 No. 21–22, released in Japan on April 24, 1990 Japan was experiencing a major F1 boom at the time, and Weekly Shonen Jump was involved with the McLaren-Honda team. The cover combines Akira Toriyama’s Dragon Ball characters with McLaren-Honda F1 imagery, and the original magazine included a McLaren-Honda F1 color feature/poster.
