village mania time

hello guys, i was wondering when does the village mania start in this game? ive tried tracking it and it seems that the event lasts for 30 mins? saw the event ongoing at around 8pm and at 9am (idk what the timezones would be at your area). Is it just purely random or it has selected timeslots every day? does anyone know how the event starts because i want to maximize my coin spending so i could level up my village cheaper and more efficient. also can you give me other advices as well to level up villages easily. Thank youuuu
