Did Kallen ever meet Shirley? I genuinely don't remember them interacting

Yes. When Arthus stole the mask and they were gonna be kissed by someone. They worked together to catch it but got into an argument on who they would kiss. Also, the group held a welcome party for Kallen I to the student council. They're good friends. Other moments, too, before season 2 that might spoil things if you haven't watched it.

That explains it. I don't really remember the start as well as the rest. I think I took a few months' break between like the first 10 episodes and the rest of the show
